As partners, we seek to address hate. This includes definitions of hate crime, hate incidents and hate motivation. We aim to protect and support victims who feel they, or someone else, have been targeted because of prejudice.
A hate crime is any criminal offence which is perceived by the victim or any other person, to be motivated byhostility or prejudice towards a person based on their race, religion, sex, sexual orientation, disability, orgender identity.
The law currently recognises five protected characteristics:
- race
- religion
- sexual orientation
- disability
- transgender status
Hate Crime

Hate Incident
A hate incident is any non-crime incident which is perceived, by the victim or any other person, to be motivated by hostility or prejudice towards one of the five protected characteristics.
Hate Motivation
If a crime or incident motivated by hate does not fall into one of the five protected characteristics, it is not classed as a hate crime but as hate motivation.

Our objectives
This plan is focused around five key objectives, mirroring those outlined by Government in Action against Hate: the UK government’s plan for tackling hate crime (2016 and 2018):
- PREVENT – Preventing hate crime by challenging beliefs and attitudes;
- RESPOND – Responding to hate crime within our communities;
- REPORT – Increasing the reporting of hate crime;
- SUPPORT – Improving support for victims of hate crime; and
- UNDERSTAND – Building our understanding of hate crime.
