If you’re worried about speaking to them, you could consider writing them a letter, explaining the problem clearly and sticking to the facts.
If the problem affects other neighbours, it might be useful to get them involved. Sometimes, it can be easier to settle a dispute if the complaint comes from a number of people.
If your neighbour is a tenant, you could also contact their landlord for further assistance. Some landlords will be a housing associations. You can find a list of some housing associations in Birmingham on the Birmingham City Council website
